以国家《中国制造2025》及国防科技工业军民融合深度发展国家战略为背景，在湖南省各级领导的关心和支持下，以湖南城陵矶新港区获批2017年湖南省军民融合产业示范基地为契机和要求，以城陵矶新港区为基地，以哈工大机器人集团为主体，创建哈工大机器人（岳阳）军民融合创新中心，总投资约30亿元，围绕“机器人+智能制造+商业航天”主题，开展军民融合领域前沿科学技术研究及产品研发，孵化聚集军民融合领域先进高端产业，培育军民融合领域优质科技人才及领军人物。

哈工大机器人（岳阳）军民融合研究院于2017年7月12日正式签约落地，经过近5个月的筹备工作，于2017年12月6日召开研究院第一次理事会，正式开展基地工作。计划在五年内在当地孵化及引入具有核心技术和核心产品的科技型企业50家，汇聚深耕行业的高端人才300名，沉淀核心专利500项，实现创新中心整体营业收入50-60亿元，带动周边相关产业营业收入100亿元，打造军民融合新高地。

The HIT Robot Group (Yueyang) Civil-Military Integration Innovation Center was built in 2017 with the total investment over3 billion yuan. This undertaking was part of the national strategy of “Made in China 2025” to rapidly develop the civil-military Integration in the Defence Science & Technology Industry. This project has received attention and support from leader at all levels in Hunan province.  The base was built in Chenglingji Hunan New Port Area with the HIT Robot Group as the main component focusing on robotics, intelligent manufacturing and commercial spaceflight, to conduct the frontier science & technology research, product research and development, to nurture advanced technology industry, and to cultivate top sci-tech talents and leading figures in the Civil-Military Integration field.

The HIT Robot Group (Yueyang) Civil-Military Integration Institute was officially launched on July 12, 2017. After 5 months of preparation, HIT Robot Group (Yueyang) Civil-Military Integration Institute held council for the first time, and began officially. The plan in 5 years is to introduce and incubate 50 companies which possess the core technology and core products, to recruit 300 top talents in their respective fields, to secure 500 core patents, to achieve an overall revenue of 5-6 billion yuan, to lead the related industries overall revenue reach 10 billion yuan and forging the new summit of Civil-Military Integration industry.
